National People & Safety Manager

As National People & Safety Manager, you'll lead the delivery of high-performing, health, safety, environment, and quality (HSEQ) outcomes across our operations. You'll ensure workforce capability, compliance and safety, while providing clear insights, assurance, and performance reporting to business leaders.
Key Responsibilities:
- Lead the development, implementation and continuous improvement of the HSEQ Improvement Plan.
- Achieve sustained upper-quartile industry performance against all HSEQ metrics.
- Maintain effective contractor H&S compliance and due-diligence frameworks.
- Design and oversee training and competency frameworks, including role-specific capability development.
- Embed visible safety leadership, accountability, and performance management using leading and lagging indicators.
- Build strong customer relationships, positioning Horizon Services as a preferred supplier.
About You
You will bring extensive leadership experience in people, safety, and operational environments, along with strong commercial and analytical capability. You will be a trusted advisor who can influence at all levels and drive sustainable change.
Key requirements include:
- Experience in a senior business/HSEQ leadership role
- Demonstrated commercial acumen and strong analytical skills
- Proven success in safety and cultural transformation programs
- Demonstrated ability to coach, mentor, and develop leaders and frontline teams to lift capability, accountability and performance
- Highly effective written, verbal and presentation skills
- Advanced capability in Microsoft Office and business systems, enabling robust reporting, analysis and performance management
- Strong working knowledge of electrical industry standards, regulatory requirements and recognised best practice
- Proven experience leading health and safety in complex, multi-site and high-risk operational environments
Qualifications
- New Zealand Certificate in Workplace Health & Safety Practice – Level 3 or 4 or equivalent (advantageous)
- NEBOSH International General Certificate in Occupational Health & Safety or the New Zealand Certificate in Workplace Health and Safety Practice - Level Four or equivalent (advantageous)
- NEBOSH International Diploma in Occupational Health & Safety or equivalent (advantageous)
- Technical or trade qualification (Line Mechanic, Electrician, Cable Jointer – Level 4+ (advantageous)
- Current NZ manual driver's licence
